header (C) fixes
IPRT/SUPDrv: Don't create a fixed sized heap if we don't have to, use __get_vm_area and friends for each request instead.
Use DECLHIDDEN, especially in IPRT.
IPRT: Added RTMemAllocEx[Tag] and RTMemFreeEx, only implemented in ring-0 only.
