[Bug #1545726] Incorrect FSF address in many extension files.

Extensions. Fix for Bug #1075321 (TypeError: decoding Unicode is not supported) by Aapo Rantalainen.

Translations. Fix for Bug #425202 (Script messages not translated).

Extensions. Fix for bug #887539 (Permissions and #! in extension scripts need fixing).

Super duper mega (fun!) commit: replaced encoding=utf-8 with fileencoding=utf-8 in all 1074 Vim modelines. The reason for this is that (a) setting the encoding isn't nice, and (b) Vim 7.3 (with modeline enabled) disallows it and pops up an error whenever you open any file with it ("invalid modeline"). Also corrected five deviant modestrings: * src/ui/widget/dock.cpp and src/ui/widget/dock.h: missing colon at the end * src/ui/dialog/tile.cpp: removed gratuitous second colon at the end * src/helper/units-test.h: removed gratuitous space before a colon * share/extensions/export_gimp_palette.py: missing textwidth=99 That's my geekiest commit yet.

Some fixes for the Embed All Images extension: 1) Cope with missing xlink:href. (Fixes bug 246724.) 2) Don't ignore images with filenames that begin with "data". 3) Remove an unused line. 4) Suppress part of an error message in cases where it makes no sense.

Remove use of obsolete sodipodi:docbase from Python scripts (see bug 246721).

Attempt fix for Bug #178022 Evidently somewhere between versions 1.3.6 and 2.0 lxml began requiring that parameters passed to the Element.xpath() be keyword arguments (positional arguments had been allowed). Best guess places this at "2.0alpha6 (2007-12-19)" based upon the lxml Changelog. This fix appears to be backward compatible. Please test.

Patch from Tom Davidson to add a check for absref tag before deleting it (Closes LP: #169104)

begin converting python extensions to use lxml. this might take me a while and it will break unconverted extensions in the meanwhile.

made it callable by other extensions. the workaround is sorta ugly, but it should do the trick for now.
