Fixed type.

According to my testing, one special case of 'log_xlate_error', i.e. EES_INCOMPLETE_CHAR, is 13x (!!!) faster with the use 'ap_bin2hex' instead of apr_snprintf(..., "%02X" + srlen for each character. Output is *not* exactly the same. It was uppercase, now it is lowercase. It is just for logging, so I don't think it is an issue. Should it be, a call to ap_strtoupper can be added. So sad it is just for logging in case of error... no real speedup to be expected in real life .

CharsetOptions NoImplicitAdd wasn't referenced during insert_filter callback. Doc: Correct defaults, charset_lite inserts itself by as soon as you tell it about input and output character sets.

CharsetOptions NoImplicitAdd makes us fall through to the "unknown option" clause due to breaking "else if", making NoImplicitAdd unconfigurable.

Stop returning DECLINED from the output filter for proxy requests. Filters can't return that type of status. The way to decline filter handling is to pass through the input data unchanged and hopefully remove the output filter permanently. As long as the proxy flag was set in the fixup hook, we didn't fill in our request config and the filter will be a no-op anyway.

Update the copyright year in all .c, .h and .xml files
