The User Security profile allows users to manage passwords (including
lock and unlock actions), activate newly created users and roles. It
also allows assignment of roles, profiles, groups, projects, labels to
users and roles. It also allows users to manage account and session
policy settings. This profile can not be used to create accounts, the
User Management profile is required to create and delete accounts.

If User Security is grayed, then you are not entitled to Add or Remove this
right.
