td_thr_validate - test a thread handle for validity

DESCRIPTION
The td_thr_validate() function tests whether th_p is a valid thread handle. A valid thread handle can become invalid if its thread exits.
RETURN VALUES
TD_OK
The call completed successfully. th_p is a valid thread handle.
th_p was NULL.
A call to one of the imported interface routines failed.
th_p is not a valid thread handle.
A libc_db internal error occurred.
