Installer/win: propagated Michael's changes to the rest of NLS files (#7231)

pr7231. NDIS6 support has been added into the Windows installer.

Windows host installer: Use the common.cab for merge modules as well; added a few more files to common.cab for further reducing the overall packet size.

Windows host installer: Added merge module (msm) support.

Installer/Windows: added Turkish translation, thank you Burak Yavuz!
