the cxf-rt-transports depends on cxf-rt-transports-jetty, which depends on slf4j-api(1.6.2). In some cases,
cxf does not find a slf4j spi, so defaults to a no-op logger, so I am introducing this dependency.

<!-- <scope>test</scope> can't have test scope here, as it appears that slf4j is present in our war anyway.
If this is not included, I see messages about the slf4j no-op logger being engaged, at least on tomcat. On Jboss,
I get an IllegalStateException that prevents a web-service from being successfully published. On WebSphere 8.5,
I get a message about multiple bindings, as WebSphere seems to have its own binding: WebSphere error:
SLF4J: Class path contains multiple SLF4J bindings.
SLF4J: Found binding in [bundleresource://242.fwk1296609135:1/org/slf4j/impl/StaticLoggerBinder.class]
SLF4J: Found binding in [wsjar:file:/home/dhogan/IBM/WebSphere/AppServer/profiles/AppSrv02/installedApps/websphere-85-hostNode01Cell/openam_war.ear/openam.war/WEB-INF/lib/slf4j-jdk14-1.7.2.jar!/org/slf4j/impl/StaticLoggerBinder.class]
It does not seem like I should have a jdk14 dependency anyway - this requires more investigation.
