ECSpooler provides automatic testing of submissions for ECAutoAssessmentBox.

When a student submits a program, it is first sent to the spooler, which in

turn queues the submission. When the appropriate backend becomes available,

i.e. has registered itself with the spooler and is idle, the submission will be

passed to the backend for further processing.
