When Manage Network Physical Service States is in the Authorizations Included column, it grants the authorization to enable, disable, or restart the Network Physical service, and to change the current management style (nwam vs. default).

If Manage Network Physical Service States is grayed, then you are not entitled to Add or Remove this authorization.
