New YUI Seed build, yui-base will actually fetch loader if needed. Also flattened the module deps.

Removed Y.Throttle from seed

Added features submodule, conditional module tests are added to the features submodule. rls submodule uses this to run the tests prior to querying the loader service.

queue-base is now part of yui-base. queue-run and queue-promote are independent modules.

Made Y.later and Y.log submodules. All YUI submodules are in build/yui. Loader pulls in yui-log and dump automatically if the debug filter is specified.

For testing: Loader moved out of seed into a separate module. Seed (yui-base,queue,get) will bootstrap loader if there are missing modules. Self healing without loader still works if the add() metadata is right.

Additional use() requests on a single YUI instance are queued while dynamic load is in progress. [fixes #2525940].
