APIDocs: Added new submodule docs. No -min files were hurt in the making of this commit point

Widget kweight optimization. UI_EVENTS and getSkinName functionality broken out of widget-base. No impact if you're using "widget". If you're using "widget-base" explicitly in your meta-data/use statement, you'll need to include "widget-uievents" or "widget-skin" if you need the broken out functionality. "widget-base-ie" has also been broken out. Still need to add conditional loading meta-data, but it's still included in "widget"
