Add features as a dependency of loader-base. The missing dependency here resulted in errors if you used yui-core, pulled down features and loader separately, and then did a YUI().use(), which happens to be something we do in Get's unit tests.

[fix #2529685] Cleanup up dependency declarations. Dependencies were inconsistently declared in .properties and loader metadata files.

Optimizations. 'after' is prioritized during sort to help the sort strategy for condtional modules.
