getAvailableLangs looks at cached moduleInfo for lang support [bug #2529416].

Added test case for Intl.getAvailableLangs using datatype-date locale data

Name Test Suites and Test Runner. So the test report shows a pretty name instead of a guid.

Made DataType date format pattern %r unlocalizable as specified, except in compatibility mode. Removed locale data for en-GY, fr-GF, nl-SR. Updated some locale data based on "contributed" data in CLDR 1.7.1.

Added data formatting test case using application-provided locale data.

Updated lang packs to be min only

Fixed build for lang rollups. Currently adding en, en-US, fr-FR and ko-KR for integration testing. Need to figure out if we want all bundles committed to the yui3 repo, or stored elsewhere. In the case of datatype, lang build results in 500+ lang files with rollups and min versions

DataType Date Format Port to new externalization infrastructure along with a gazillion language packs thanks to Norbert. Currently Date Format port continues to use older dateFormat/locale settings, until we get loader sorted out to handle external language packs. Just need to yank default locale/dateFormat properties once established.

[bug fix #2527972] Undefined Dt.Locale and Date formatting and locale tests.

Added datatype-date-parse module and tests. Updated build files.
