Fix file permissions

Updated *.properties files to comment out the global.build.component in each *.properties file so modules are no longer built into a rollup build dir, they are expanded into a per module directory structure

Datatype Meta-Data Updates

[fix #2529685] Cleanup up dependency declarations. Dependencies were inconsistently declared in .properties and loader metadata files.

Fixed build for lang rollups. Currently adding en, en-US, fr-FR and ko-KR for integration testing. Need to figure out if we want all bundles committed to the yui3 repo, or stored elsewhere. In the case of datatype, lang build results in 500+ lang files with rollups and min versions

DataType Date Format Port to new externalization infrastructure along with a gazillion language packs thanks to Norbert. Currently Date Format port continues to use older dateFormat/locale settings, until we get loader sorted out to handle external language packs. Just need to yank default locale/dateFormat properties once established.

Added datatype-date-parse module and tests. Updated build files.
