Added _bubbleTargets prototype support to allow DD to setup default bubbleTargets

Added sugar support for bubbleTargets to Base config argument. Also documents on, after and plugins, which weren't covered initially. Fixed API docs for Base to reflect the fact that Plugin.Host is not packaged as part of Base
