Fixed python bindings bustage on windows, the libary UUID was changed in r84453 without updating vboxapi.py. Added warning so this won't be forgotten again. Also, the typelib minor version has been out of sync since VBoxSVC was first started... fixed that as well, hoping it won't bust anything.
