Some fixes. Note that in our current setup it is not sufficient if the policy is readable for *group* nobody, it seems that when starting ECSpooler, etc. with -u, only the *user* is changed. I'm not sure about the exact behavior and currently too lazy to check ;-)

Check whether the policy file for the interpreter is readable; if not, exit with error message. This should prevent cryptic errors which result when the file is not readable and the default policy (deny all) is used.
